  Objectives

  1. Collaborate with the national councils/apex bodies in formulation of policies for administrative reforms and ensure their implementation.

  2. Develop norms and standards on cadre requirements and manage cadres in the public sector.

  3. Carry out institutional reviews to examine mission, objectives, activities, systems and procedures, identify duplicating or irrelevant functions and make changes where necessary in order to improve efficiency and effectiveness

  4. Improve productivity and ensure cost effectiveness by carrying out staff reviews, exploring possibilities of establishing multiduty services and identifying areas for mechanization/computerization and contracting out of services and substitution of existing services.

  5. Develop policies and regulations concerning employment, remuneration and other benefits to ensure a contented public service and attract necessary expertise

  KEY FUNCTIONS

  1. Servicing to national councils/apex bodies of administrative reforms

  2. Introduce, Implement and monitor reforms in the public sector

  3. Carry out institutional review of the mission, objectives, systems, procedures and staffing and make recommendations to appropriate authorities.

  4. Identify duplicating functions of institutions in the public sector with a view to restructuring and right sizing.

  5. Carry out organizational and staff reviews, system improvements, institutional building and strengthening with a view to ensure efficiency and effectiveness of the public sector.

  6. Develop norms and standards on cadre requirements

  7. Management of cadre in the public sector

  8. Identify excess cadres and submit proposals for re-deployment and retrenchment

  9. Identify needs on improvements on physical environment, areas for mechanization/computerization and contracting out of services

  10. Undertake studies and submit proposals on review of service minutes, service conditions to suit development needs

  11. Examine proposals for re-employment of retired officers, engagement of consultants in the public sector and make recommendations

  12. Maintain personnel information systems of the public service and the provincial public services and succession planning for strategic positions

  13. Undertake studies on recruitment policies, skills development training and succession planning and assist relevant authorities in the implementation

  14. Management of the public sector salaries, and other incentives such as bonus, allowances, incentive schemes, welfare schemes and such other remuneration packages

  15. Providing consultancy services on institutional reviews, management of cadres, salary matters etc; of the provincial councils and local government institutions

  16. Undertake studies on superannuation benefit schemes in the public sector including the corporation sector.
