GOVERNMENT DEBT SERVICING AND ACCOUNTING
Objective and functions of the division
- Maintenance of accounts for receipts of loans and grants and repayment of debt Capital and interest – both foreign and grants
- Release of imprest to foreign funded projects and ensure reimbursements under RFA.
- Maintenance of new imprest system (Taprobane System) for foreign funded project in order to facilitate the speedy implementation of foreign funded projects.
- Advice projects on accounting matters connected with Foreign Aid and its utilization.
- Preparation of Annual Estimates and Appropriation Accounts for Public Debt.
- Opening and Maintenance of Special Imprest Fund Accounts at CBSL and forwarding of withdrawal applications to CBSL for direct payments or transfer of funds from special accounts.
- Receiving of Foreign Aid cash grants and releasing same to approved projects.
- Releasing of counterpart funds (Commodity Aid) to approved projects on recommendations made by the ERD.
- Accounting for Foreign Aid Grants and Commodity Aid.
