Mr. A. K. Seneviratne - Deputy Secretary to the Treasury, and Ministry of Finance, Planning and Economic Development

Ananda Kithsiri Seneviratne is a special grade officer of the Sri Lanka Administrative Service (SLAS).

Mr Seneviratne holds an Honours Bachelor’s Degree specialising in Chemistry from University of Kelaniya. He has obtained a Postgraduate Diploma in Business and Financial Administration from the Institute of Chartered Accountants of Sri Lanka and Masters in Business Administration from University of Colombo.

He joined the Sri Lanka Administrative Service in 1995. Upon completion of his in-service training year he was appointed as an Assistant Director to the Department of Fiscal Policy of the Ministry of Finance in 1996. In 2006 he was assigned to the Department of National Budget of the same Ministry as a Director. In 2015 he was appointed as the Director General of the Department of Fiscal Policy. Since January 2018 Mr Seneviratne has been working as the Director General of the Department of National Budget until he was appointed as a Deputy Secretary of the Treasury in February 2019.

Mr Seneviratne has also served as a Board Director in many state owned enterprises.

Mr. Dilip Silva - Deputy Secretary to the Treasury, and Ministry of Finance, Planning and Economic Development

Mr. Dilip Silva, a senior officer in Special Grade of the Sri Lanka Accountants’ Service, assumed the duties of the post of Deputy Secretary to the Treasury on 28^th October 2024. With extensive experience as an Accountant in regional administration, he has held various posts in several Departments of the Treasury and has an experience of nearly 34 years of service in the public service.

He gained got his first appointment in the public service as an Audit Examiner in the Auditor General's Department based on the results of the open competitive examination in 1990, and joined the Sri Lanka Accountants’ Service in 1992 and was employed as an Accountant in Kolonna Divisional Secretariat. He has then performed his duties as a representative of the financial sector of several major Departments such as the Department of State Accounts, Department of Treasury Operations, Department of Management Audit and Sri Lanka Customs etc. attached to the Ministry of Finance and he could be considered as an officer who has made a great contribution to the success of the special projects and new reforms carried out in the Treasury. Also, Mr. Dilip Silva had been appointed as the Director General of Treasury Operations from 11.11.2020 to 27.10.2024 and performed the duties of the said post very successfully before being appointed as the Deputy Secretary of the Treasury.

Mr.Dilip Silva has studied at “De Mazenod” College in Kandana and completed his Honours Degree in Public Administration from the University of Sri Jayewardenepura in 1991 and a Diploma in Public Planning from the Sri Lanka Institute of Development Administration in 2011 and a post-graduate degree in Public Management and Project Management from the same institution in 2016.

Mr. Dilip Silva is also a member of prestigious professional bodies such as the Chartered Institute of Public Finance and Accountancy (London) and the Association of Accounting Technicians of Sri Lanka. He has registered as a Certified Business Accountant with the Institute of Chartered Accountants of Sri Lanka.

Throughout his career, he has received extensive foreign training in accounting, financial management, public debt management, and Treasury cash flow operations from international institutions and universities. He has also served as a member of the Sri Lankan delegation on several occasions.

Mr. Dilip Silva has represented the Treasury as a board member of many statutory bodies including Development Lottery Board, National Lottery Board, National Science Foundation, Open University of Sri Lanka - Audit and Management Committee. Further, Mr. Dilip Silva has also served as the Treasury representative of the Procurement Committees in major ministries such as Ministry of Defence, Ministry of Transport and Highways, Ministry of Urban Development and Ministry of Health. Currently, he represents the Treasury as a board member of the State Mortgage and Investment Bank (SMIB) and as a Treasury representative of the National Innovation Agency.

Furthermore, Mr. Dilip Silva at present serves as a member of the Governing Council of the University of Sri Jayewardenepura. He could be identified as a distinguished official of the Sri Lanka Accountants’ Service who delivers lectures on Accounting and Public Financial Management in training programs conducted by various departments of the Treasury and for other government institutions and makes a generous contribution to share his knowledge with other officials.

Mr. Ajith Abeysekera - Deputy Secretary to the Treasury, and Ministry of Finance, Planning and Economic Development

Mr. Ajith Abeysekera, a Special Grade senior officer of the Sri Lanka Planning Service (SLPS), assumed duty as a new Deputy Secretary to the Treasury (DST) on November 06, 2024. He had been serving as the Director General of the Department of External Resources since 2020, until he was promoted to this new post. He counts on over 30 years of experience in the public service in several positions of different Ministries and Departments.

Mr. Abeysekera joined the Sri Lanka Planning Service (SLPS) in January 1994 as an Assistant Director. After completion of his six months in-service service training in May 1994, he was appointed to the Divisional Secretariat Badulla as an Assistant Director (Planning) where he served for nearly six years. In 2000 January he was assigned to the Department of National Planning, Ministry of Finance and Planning where he worked until 2004. Since then he got the opportunity to work for the Department of National Budget until 2010. In 2011 he was promoted to the post of Director of the Department of Public Enterprise. He worked in the post of Director for the Department of Fiscal Policy too. In 2012 He was assigned to the Department of External Resources as a Director and within 2013 he was promoted to the Post of Additional Director General. He became the Director General of the Department of External Resources in January 2020.

Mr. Abeysekera holds a Master’s Degree in International Development Studies from the Graduate Institute of Policy Studies (GRIPS) in Tokyo Japan (2003). He also holds a Post Graduate Diploma in Sub National Level Development Planning from the University of Colombo (2000), and Higher Diploma in Advanced English for Administration and Academic Purposes from the University of Colombo in 1996. He was also attached to the United Nations University, Tokyo Japan for six months as an Intern during October 2002 - March 2003. He is a graduate from the University of Kelaniya with B.Sc (Hons) in Physics, Mathematics and Industrial Management in 1991.

During his career, He engaged in policy related development matters and contributed to several Cabinet Appointed Committees being the Chairman and also as a member. He was also a member of Sri Lankan delegations in several international donor conferences, and has undergone a number of local and foreign training programs in different subject areas including regional development, sub-national level development, project formulation and appraisal, infrastructure development, strategic management, resources management and budgeting, revenue mobilization, and macro fiscal planning etc.

Mr. Abeysekera represented the Treasury as a Board Director / Governing Council Member in the Ceylon Shipping Corporation, Lanka Sathosa Ltd, Lanka Electricity Company Limited (LECO), Central Transport Board (CTB), National institute of Education (NIE), German Technical Training Institute, State Resource Management Corporation,Tea Research Institute (TRI), Institution for Construction and Development (ICTAD), Kotalawala Defence University (KDU), Batalanda Defense Staff College, Urban Settlement Development Authority (USDA), National Institute of Business Management (NIBM), and Lanka Hydraulic Institute Ltd.
