Mr. Jude Nilukshan

Jude Nilukshan is a Special Grade officer of the Sri Lanka Administrative Service (SLAS). He holds a Bachelor of Science degree in Management (Public Administration) from the University of Sri Jayewardenepura and a Master’s degree in International Trade and Economic Cooperation from Kyung Hee University, South Korea. 

He joined the Sri Lanka Administrative Service in 2000, commencing his public service career as an Assistant Secretary at the Ministry of Finance. In 2001, he was appointed to the General Treasury, where he served in the National Budget Department in several progressively responsible positions, including Assistant Director, Deputy Director, and Director. 

From 2011 to 2013, he was attached to Sri Lanka Customs, where he held key positions including Director of Customs and Director of Excise Tax. He later served as Senior Assistant Secretary at the Office of the Cabinet of Ministers from 2015 to 2019, continuing his responsibilities in that capacity during the period. 

Mr. Nilukshan has received extensive training and professional exposure in budgeting and financial management from reputable local and international institutions and universities. He has also represented Sri Lanka as a member of official delegations on several occasions. 

In addition to his core administrative responsibilities, he served as a Director Board Member of National Savings Bank and Governing Council Member of Sri Lanka Institute of Development Administration (SLIDA) since 2022. He also served as Chairman of the Shrama wasana Fund and Prime Minister's nominee to the Sri Lanka Film Corporation in 2022. Furthermore, he has served as a Board Director and Treasury Representative of several statutory institutions, including Ceylon Electricity Board (CEB), Independent Television Network (ITN), State Pharmaceuticals Manufacturing Corporation (SPMC), National Building Research Organization (NBRO), Public Sector Management Project (PSMPA), the National Botanical Gardens Trust Fund, the Marine Environment Protection Authority, Sri Lanka Youth Crops, and the Local Loans and Development Fund. 

While serving as Director General of Budget, he was also appointed by the Cabinet of Ministers as Director General of the Department of Treasury Operations from October 2025 to February 2026 and Department of Information Technology Management Services in 2022 on an acting basis.
