Guide to Project Management & Contract Management For Infrastructure Development Projects (Works)

Government of Sri Lanka has implemented a large number of infrastructure development projects during past decades. Some of the projects so implemented experienced delays, cost overruns and disputes. This situation resulted in incurring additional costs, prolongation of social and environmental impacts during construction, depriving the general public of the use of infrastructure facilities for years and also underutilization of foreign funds.

Insufficient capacity in project management and contract management skills, including skills in dispute resolution processes within Project Management Units have been identified as a key contributory factors.

In order to remedy the situation the government decided to develop a Guide to Project Management and Contract Management to enhance project and contract management capacity of the staff engaged in the implementation and execution of national infrastructure projects, staff involved in the implementation and monitoring of infrastructure development projects and also be of interest to members of Procurement Committees and Technical Evaluation Committees and other staff in project management units.

As a new Chairman of the South Asia Region Public Procurement Conference, I wish to share the Guide to Project Management and Contract Management with all South Asian countries as most of the issues they are facing in contract implementation are common.

Guide to Contract Management and Project Management (GPMCM) to the staff of Internal Auditors of key state institutions of Sri Lanka 

The Department of Public Finance has carried many knowledge dissemination programs on GPMCM for the key government institutions and other relevant stakeholders to make the staffs aware on the principles of contracts management and to help them to understand how they should use the Guide on contracts managements. Mr. P. Algama, Director General of the Department of Public Finance and the other key staff explain as to how the Guide could assist on the spectrum of contracts management, how it was evolved to the publishing stage, the objectives and advantages of the Guide. The presenter who was involved in the preparation of the Guide explains briefly the requirement in Sinhala also.It is important that the GPMCM which was developed for Sri Lanka could be replicated in any country with suitable changes easily.
