Mrs. Udeni Udugahapattuwa has over 25 years of experience in the Government Service including more than 16 years in the Ministry of Finance. She has held progressive positions in Government Ministries, Departments and Statutory Boards as Assistant Director, Deputy Director, Director, Additional Director General and Director General.
Mrs. Udeni Udugahapattuwa joined Sri Lanka Planning Service (SLPS) in January 2002 and initially she was appointed to the Ministry of Industries as an Assistant Director (Planning) where she served for nearly 02 years. Since 2004 to 2009 she was working in the Textile Quota Board which was under the Ministry of Industrial Development as an Assistant Director, Director (Administration) and Director General (Acting). During that period she got the opportunity to dedicate her service efficiently for more than thousand exporters in the apparel sector who had been the clients of the Board. Steering an organization as a young professional was one of the best opportunities she received to showcase her capacity in fulfilling duties entrusted to her.
Since joining the Department of External Resources of the Ministry of Finance and Planning in March 2009, she has been closely working with both multilateral and bilateral development partners in mobilizing external resources to finance development needs, facilitating better utilization of external resources and contributing to the human resources development in the public sector by effective mobilization of overseas capacity-building opportunities. Over the years, she was promoted to the positions of Deputy Director, Director, and Additional Director General in the same Department in 2011, 2012 and 2021 respectively. She has been in charge of the ADB Division and China Division and has supervised operations related to ADB, Technical Assistance, World Bank and IMF in Sri Lanka.
Currently Mrs. Udeni Udugahapattuwa is delivering her services to the public as the Director General of the Public Debt Management Office, which was established in December 2024 as one of the key structural benchmark of the economic recovery program of the Government under the Extended Fund Facility of the International Monetary Fund.
Mrs. Udeni Udugahapattuwa holds a Master’s Degree in Computer Science from the University of Colombo (2005) covering various topics including Programming and Program Design, Database Management System, Data Structures and Algorithms, System Analysis and Design, Software Engineering, IT in Sri Lanka, Computer Systems, Computer Network, Operating Systems Computer Graphics and Vision, Multimedia and Hyper Media Technology, Internet Programming, Computer architecture.
She was graduated from the University of Kelaniya with a B.Sc (Hons) Special in Mathematics in 1996.
During her career, she engaged in policy related development matters in various sectors and facilitated obtaining necessary technical and financial assistance required for the development of key economic sectors of the country. She has been engaged in Loan Negotiations with multilateral and bilateral development partners and has represented the Government in various fora. She was also a member of Sri Lankan delegations in many international donor conferences.
Mrs. Udeni Udugahapattuwa represented the Treasury as a Board Director in the Sri Lanka Energies, Arthur C Clarke Institute for Modern Technologies, Petroleum Development Authority Sri Lanka and National School of Business Management
